This is the Mercenary’s secondary attack in Risk of Rain Returns. With the use of this ability, Mercenary rotates twice and cuts the nearby enemies, dealing 2*80% damage. Utilizing the low downtime of this ability is crucial if you want to get out of harm’s way. It has a cooldown of 2 seconds.
Slicing winds only ever hits 8 times. So any attack speed you pick up or proc doesn't effect the damage of slicing winds while eviscerate gets much stronger with those items or procs while still benefiting from straight damage items.
